European Elections in Malta - compared with those in Ireland

10 new countries joined the European Union amd participated in the European elections. One of these countries was Malta which uses the same electoral system as Ireland. Malta is entitled to elect 5 members of the European parliament and these members were elected using STV in a nationwide 5-seat constituency.

Although Ireland and Malta are the only countries where STV is used for all elections, there are a number of differences in the way the system works in practice.

Malta has developed into a strict two-party system, where only the Nationalist Party (PN) and the Malta Labour Party (MLP) are represented in the 65-seat Maltese parliament. Also, Maltese voters are much more faithful to their parties when it comes to transfers. In Maltese general elections, when votes are transferred from PN or MLP candidates, over 98% of the transferred votes remain with the party. Although this percentage was lower in the less-important European election, it was still well over 90%.

Another related feature is that the main Maltese parties routinely nominate more candidates than there are seats available. Given that almost no votes are lost by transfers, this is a safe tactic. For the 5-seat Malta European election constituency, both the PN and MLP each nominated 8 candidates. In contrast, for the 13 seats in the Republic, Fianna Fáil nominated 8 candidates, Fine Gael 6 and Labour 5.

Maltese ballot papers are also designed differently to Irish ones. In Ireland, candidates are listed alphabetically, regardless of party. In Malta, candidates are listed alphabetically within party groups. This means that the 8 PN and 8 MLP candidates are beside each other on the ballot paper. This may well encourage voters to continue their preferences to candidates of the same party.

The third party in Malta is Alternativa Demokratika (AD), the Maltese Green party. This party had hoped to make a break-through in the European elections, but although they polled well above their normal support level, they failed to win a seat.
